Für die Benutzerkonten gibt es dazu eine (persönliche) Einstellung, die
der Admin mit einer Vorgabe belegen oder auch erzwingen kann.

Warum man das mit *Alle* machen wollte, erschließt sich mir nicht, und
ist auch nicht implementiert.
